CITY OF LEAVENWORTH REQUEST FOR PROPOSALS FOR INCLUSIONARY ZONING FEASIBILITY AND NEXUS STUDY The City of Leavenworth, Washington (the "City"), invites qualified consulting firms to submit proposals to conduct a feasibility and nexus study related to the implementation of an Inclusionary Zoning policy. The study will specifically analyze the viability of imposing a fee on building and development permits to fund affordable and workforce housing initiatives. Leavenworth faces increasing challenges in providing affordable and workforce housing for its residents. As part of its commitment to addressing housing affordability, the City is exploring an Inclusionary Zoning policy and a fee structure that would generate funds to support affordable and workforce housing development. This study will assess the legal, economic, and financial implications of such a policy to ensure it is effective, equitable, and legally defensible. It is the sole responsibility of the Consultant to obtain any RFP updates or addenda from the City’s website. Submissions shall be sent electronically to Andrea Fischer, City Clerk, at afischer@cityofleavenworth.com by 4:00:00 PM on Friday, March 28, 2025. Late or incorrectly submitted submissions will be automatically disqualified from consideration. Any qualifications received after the specified date and time will automatically be rejected and will not receive any further consideration by the City.
